Position Purpose and Summary

Getting into housing is a milestone. Staying housed is the work. For individuals and families who have experienced homelessness, the transition into permanent housing is rarely seamless — and without the right support in place, it can fall apart quickly. The Housing Stabilizer exists to make sure it doesn't.

Reporting to the Program Manager, the Housing Stabilizer provides field-based, housing-focused case management to a caseload of approximately 20–25 participants enrolled in stabilization programs. This role works with people after placement — meeting them where they are and addressing the financial, relational, and practical barriers that put housing at risk. The goal is sustained engagement that turns a housing placement into a lasting home. That includes budgeting support, crisis intervention, eviction prevention, landlord mediation, and coordination with the full range of services a participant may need to remain stable.

The work is complex and often high-stakes. The participants in this caseload have frequently experienced repeated cycles of housing loss. The factors that put housing at risk — debt, behavioral health challenges, interpersonal conflict, insufficient income — do not resolve on their own. What this role provides is not just case management. It is consistent, non-judgmental presence from someone with the skills and resources to intervene before a crisis becomes a return to homelessness.

Level I Duties and Responsibilities

  • Manage a caseload of approximately 20–25 participants, providing individualized and comprehensive stabilization services.
  • Conduct regular meetings with participants, adjusting frequency and location based on participant need and acuity.
  • Maintain accurate, timely documentation in HMIS (Homeless Management Information System).
  • Provide ongoing needs assessments and monitor participant progress toward housing stability goals.

Level II Duties and Responsibilities

  • Conduct initial eligibility verification and program enrollment.
  • Administer and track financial assistance in accordance with program guidelines and approvals.
  • Provide housing-focused case management services, including:
  • Budgeting and financial planning
  • Safety planning, risk assessment, and crisis de-escalation
  • Employment support, benefits assistance, and participant advocacy
  • Provide problem-solving interventions and one-time financial assistance to prevent evictions or housing loss.
  • Facilitate matches for high-acuity participants to Permanent Supportive Housing (PSH) and support housing placement transitions.

Level III Duties and Responsibilities

  • Develop and maintain Housing Services Plans in collaboration with participants, with monthly updates to track progress.
  • Facilitate permanent housing placements and develop post-placement stabilization and support plans.
  • Build and maintain relationships with landlords, including mediation support and education around program expectations and participant needs.
  • Connect participants to community-based resources that support housing stability, including rental assistance and emergency financial support.
  • Arrange and provide transportation assistance for housing-related and essential appointments when required.
  • Coordinate closely with the Housing Services Manager for rental assistance approvals and case consultation.
  • Collaborate with internal teams and external service providers to ensure comprehensive, coordinated care.
  • Participate in supervision, training, staff meetings, and professional development activities.
  • Perform other duties as assigned.

Requirements

  • Must provide proof of legal authorization to work in the United States
  • Valid California driver's license, proof of insurance, and reliable personal transportation required
  • Ability to travel locally throughout Los Angeles County
  • Must complete all required program, agency, and funder trainings
  • Ability to sit for extended periods and work on a computer for significant portions of the workday
  • Ability to bend, twist, kneel, and lift up to 50 lbs.
  • Ability to walk, climb stairs, and move between locations in the field
  • Ability to perform sustained visual and hearing tasks
  • Position is contingent upon contract funding and program needs

Qualifications

  • Minimum two years of experience working with low-income or culturally diverse populations
  • Experience providing housing stabilization or case management services
  • Familiarity with Housing First, Harm Reduction, and Trauma-Informed Care frameworks
  • Knowledge of community-based resources that support housing stability, including rental assistance programs
  • Experience with eligibility verification, program enrollment, and financial assistance tracking
  • Experience with landlord engagement, mediation, or tenant advocacy preferred
  • Bilingual Spanish preferred

Skills

  • Ability to manage a caseload of 20–25 participants and prioritize competing needs effectively
  • Proficiency in HMIS or similar data management systems
  • Ability to maintain accurate, timely documentation across all case activities
  • Strong basic math skills for rent calculations, deposits, and budgeting support
  • Ability to conduct needs assessments and develop individualized housing service plans
  • Ability to apply de-escalation, crisis intervention, and safety planning techniques
  • Ability to engage participants with empathy, cultural humility, and a non-judgmental approach
  • Strong written and verbal communication skills
  • Ability to work independently in a field-based environment while maintaining accountability to supervisors and program standards
  • Ability to build and maintain working relationships with landlords, community partners, and internal teams

Mandatory Requirements

  • Background Screening – Employment is contingent upon the successful completion of background checks as required per worksite.
  • Drug and Alcohol Testing – Candidates must pass pre-employment and ongoing drug and alcohol screenings in accordance with company policy.
  • Motor Vehicle Record (MVR) Check – For roles requiring driving, employment is contingent upon an acceptable driving record.
  • Legal Eligibility to Work – Candidates must provide proof of legal authorization to work in the US.
  • Compliance with Company Policies and HIPAA standards – All employees must comply with company policies, including safety, confidentiality, and conduct standards.
  • Must have reliable transportation.
  • Must have proof of vehicle insurance coverage.
  • Must have a valid CA drivers license.
  • Must be able to qualify for HTM's commercial insurance coverage.

Physical, Demands, Environmental Conditions, Equipment

Work Environment

The employee may be in contact with individuals and families in crisis who may be ill, using alcohol and drugs, and who may not be attentive to basic personal hygiene, health and safety practices. The employee may experience a number of unpleasant sensory demands associated with the participants' use of alcohol and drugs, and lack of personal hygiene. The employee must be ready to respond quickly and effectively to many types of situations, including crisis situations and potentially hostile situations. The noise level in the work environment is usually moderate in an office setting. Sometimes work may become stressful when working under pressure or in crisis intervention.
